The ability to remain in and NPC corp and have every ship and module available to you is the single bigest reason macro mining not only exist but thrives.
I agree with the OP on every point. until a good solution is found I will continue to kill their haulers via can flagging and either destroy the ore or steal it.

Remember one very important point: CCP makes money by having people subscribe to, and continue paying for, EVE online.
In close correlation to this fact is the fact that not all players want to PVP, or more importantly, want to get ganked.
Let's face it -- joining a corp is a dangerous step in EVE for those still afraid or unwilling to PVP. EVE PVP is harsh, and when you don't have isk rolling in it seems almost too harsh. Hell, I'm scared to PVP sometimes and that is all I've done for the last 2 years. I don't have a lot of time to play, so replacing a T2 fit battleship can take me weeks of isk-grinding. The only thing that kept me going in PVP was having a good crew to fly with and hence not losing that many ships.
So, a lot of people want the NPC corps closed down or somehow penalized so that players will be forced, or at least encouraged, to join player corps. Yet, when they do, many times they are immediately up against a world of immature griefers, legitimate pirates, e-peen toting gankers, and other nefarious ship-destroying entities of varying size and motivation. Most EVE PVP is consensual by way of corp membership and war decs and EVE politics. But we also have an assortment of the worst things the internet, and MMO's overall, have to offer.
Now, consider on top of this that most corps suck when it comes to any serious PVP. Most corps are smallish, probably a group of friends who banded together from the n00b corp or were friends in some other online game. They don't have a huge logistics backbone to feed a war machine. They don't have organized training and ship-replacement programs. They don't have T2 BPO's to print isk with. Every ship they lose, in their eyes, is a catastrophe because they aren't accustomed to the "real loss" of EVE PVP, nor do they have a wallet to continuously support it.
So we tell them to make frig swarms. We give all sorts of advice on how to become better at PVP. But can you blame the average n00b for being more than a little scared to venture into the free-for-all of EVE alliance politics and 0.0 warfare?
Now, take someone like me, currently running to the warm, nurturing buxom of Empire Agent Mission Grinding. Why? Because I've been on the losing side of EVE since I first ventured into 0.0. I have 31m skillpoints, but have never had enough isk to fly a HAC. I've never had a faction-fit battleship to go on killing rampages with. Living in 0.0 never allowed me much time to rat, as my experience in 0.0 has been pretty much non-stop PVP for 2 years, where even on the nights I tried to make some isk, I'd either have to join up with the PVP gang responding to hostiles, hide in SS from hostiles, log, or get ganked by said hostiles. I've never done a level 3 mission, much less a level 4. The only time I've ever had more than 300m isk in my wallet was after I sold my alt.
So, do I suck at EVE? Maybe. But anyone griping about folks hiding in NPC corps hasn't really looked at the situation from the other guy's perspective.
We need to encourage people to join PC corps and play EVE the way it was meant to be played, not force them to. And people should have an option to make some isk in this game risk-free, or the folks like me who seem to never have a chance will end up leaving. And if nobody is logging in, then you have nobody to shoot at, and where is the fun in that?

No. Some of us prefer to stay in NPC corps. Player corps are bad for us who have limited eVe time. Those corps run boot camps 4TL. --------- Technica impendi Caldari generis. Pax Caldaria!

I'm actually fascinated by the implications of #2. Not allowing NPC corp members to aggress in high sec sounds pretty reasonable to me. You can RP it just like a tight-fisted player corp CEO that doesn't allow for such actions from members of his corp.
Now, how about allowing players to join NPC pirate corps. Then they could aggress anywhere ... or be shot at by everyone else, for no sec hit...
I think I like it :D

I admit, i read half of the first page, so forgiveness if this has been mentioned.... what if you make NPC corps like trial account users? I know there are certain skills you can train when you're in an NPC corp, so it wouldn't be too hard (i hope???) to make it so that those players can't use those ships/modules either. NPC corps don't need to be using cap ships, and I'm guessing that barges and stuff can't be used on a trail account either. Also, this would prevent people from using npc corp scouts all the time at the same time as their main account since you can't have a trail and a paid subscription going at the same time (or something very near to that.) Don't flame, if it's a bad idea, let me know, it just came up with it with only a couple seconds of thinking about the situation that he wants to correct.

This would only loose customers for CCP. Its not a very good plan at all....much like the OP plan.

In many respect long tern membership of an NPC Corp is the flip side of of the high sec suicide gank squad and PA type Empire const war against anybody and everybody.
To deal with one, you have to deal with the other.If you want people out of NPC Corps you have to make it viable for them to leave
Combat PvPers have to accept that there is a large percentage of players in Eve who are not interested in the PvP combat side of the game and give people who want a quieter,less intence game a chance to play their game.
And before anybody flames back with "Eve is a none consensual PvP game, so if you don't like it find another game to play." Remember this. Look at how many players are crammed in high sec space. If only a third of that blob are pure none combat industrial type players, and they are forced to leave Eve because you want your steady feed of easy kills, then that is portentially a huge hit on Eve subscriber numbers. Perhaps not a game killing hit, but one that would certainly hurt CCP and the work they put into future development of Eve

After reading the Fanfest Factional Warfare brief, it's quite clear that the NPC corporation is not the so-called "rookie corporations". It is something like Minmatar Expeditionary Forces, and you have to apply/join them.
