I am very new to pirating and right now I also want to test my ship's current fit on some easier targets.
What I'd like to do is hunt down some easy to kill targets, namely miners and inexperienced players that have traveled into low sec. At the same time I also want to avoid being attacked by other more experienced players which is what has happened almost every time in the past.
Any thoughts on to how to do this or if this is the wrong approach? Thanks ahead of time |

Well what are your potential targets doing in low? If you can think about that you can start to get and figure out how to catch them.
If they're mining it will just require warping to enough belts or anoms to eventually find them, no super great shortcuts available, but who mines in low? Very few and far between, and if they do you can't count on them being easy targets, you can probably count on skittish targets.
You could try and catch people doing PI, but that activity literally takes a couple minutes of the entire day where they don't have to be docked or at a pos.
You could try and get people doing combat pve, like cosmic anoms, you can warp to them or dscan them if you're in range.
If your goal is to find newbies who wandered into low by accident you could try it in low sec that is in close proximity to one of the newbie starting systems. You're probably going to wait a long time just to end up with a rookie ship kill though, rifter if you're lucky.
But I'm sure if anyone had an easy way to locate easy targets like what you're looking for, doubt it, they wouldn't tell you, they'd want them all to themselves. |

I guess the better question to ask is where would be the best place to find easy capsuleer targets. So far the only thing I have tried is challenging a weaker opponent to a duel, but I haven't yet found a place where there are enough people that fit this criteria. |

Top belt in Tama is traditionally where most of the mining is done. |

if you want easy kills just get in a thrasher an gank fit it and kill miners all day in highsec. I suppose you could fit double scrams and look for people dplexing in FW plexes, but despite the rhetoric,on these forums, most people in those plexes are PVPers looking for a fight. Don't assume that Venture is a dplexing alt unless they are new, I use a Venture all the time for PVP. |

That's a pretty tall order, son. There is no such thing as God mode in EvE.
Here's the easy answer for you: Join PVP focused Factional Warfare (as opposed to those who only do it for LP). They'll teach you all there is to know. And if that's not to your liking, then join a newbie friendly pirate corp.
In any case I probably wouldn't go to Tama unless you had a sudden urge to die. Yes, you'll get a lot of fights that well, but most of the guys in there will be exactly those vets you want to avoid.
If you still would like to go it alone, then you need to do some planning before ever leaving your station.
Use the in-game map to mark out interesting low sec systems, and check the statistics for them. Check how much traffic the system has, and how many that loiter. Cross-check with DOTLAN. Also check zKillboard to see what kind of people are fighting within the system. Check out the level they're at (how old they are) and check out what fits they're using. Are there a lot of new players dieing? Chances are you can catch one too, however usually there will already be veteran players around profiting off the same thingGÇôand sooner or later you'll end up on that list too. But by knowing what you're getting yourself into before even going there, you're already stacking the odds in your favour.
Next, scout out the system before bringing your warship there. This can be done either with another character, or with your main in a shuttle, a noob ship or even your (no implant) pod. What kind of activity is there? What do people actually do in there? Of those who loiter, what's their main business in there? Find out and learn it!
The next thing to learn is basic combat behaviour, tactics and strategy. Learn how to find potential targets by using your d-scanner to check belts and anoms. Learn how close or far away you can go to ships before they get a point on you. Learn how to keep your evade getting pointed. To learn that you also have to learn the strengths and weaknesses of the ships that most often frequent the system. Learn how to approach while still keeping your transversal high, learn how to kite, and learn how to bait. Also learn how to fit your ship for what you're trying to achieve. A whole chapter could be written about each of these, and there's a ton of posts already written about both in here and on the net. Google is your friend.
Last of all, expect to die a lot in the beginning. However if you learn something new each time, it will still be well worth it. And if all else fails, crash the gate and escape...

Low Sec is a great hunting ground - but you'll also be hunted the entire time your there. In general I don't see many peeps mining in low sec, and if they do they are flying ventures. There are some pocket low sec systems spread about Eve, and occasionally you can get a few lambs in the belts. Even in those systems the inhabitants usually have protocols for whoever visits - be it docking up until the threat subsides or forming a defense force.
Null backwaters via wormholes could be an option, but that's a bit more complicated. You've stated alot of risk avoidment, so I'm not sure if your gunna find what your looking for. I say throw caution to the wind and go in guns blazing.

It's rare you see miners in low sec, if you want to hunt low hanging fruit and have a good but of patience, get an Astero, find explorations sites, cloak inside them and wait for unsuspecting explorers. For bonus points wait for them to hack the cans before you attack so you have a chance of getting the loot as well. Just remember they may only hack the good cans if they have a cargo scanner fit so it's advisable to scan them yourself beforehand so you have a good idea when it's best to attack.

As messed up as it is to be asking for advice on how to kill new players, hunting is better in wormholes. If you catch an explorer u can make a nice payday. As a former explorer I can tell you losing ships isn't that big of a deal for how much we are making. I mean you can occasionally see if a newer player is dumb enough to steal from a can in high sec but it probably wont happen often. If I were u I would at least claim to be a newer player looking just for a fair fight. But picking on new players is cool too I guess. |

Probably the closest thing to what you are asking is Explorer hunting.
