It is terrible.
You can invent RSD and blasters with it, and that seems to be about it.
Seriously. What is the deal.
My suspicion is that a lot of the problem is centered on the following:
Gyrostabs - Minmatar interface
Heat Sinks - Amarr interface
Ballistic Controls - Caldari interface
Magnetic Field Stabs - CALDARI interface

The problem is the inherent cheezyness of caldari they decide in the past 2 patches since caldari are going to get absolutly dumb bonuses to hybrids that the mag stab II should be the invention of caldari the past 4 years don't count I guess. The trouble is, caldari are out of balance with the other 3 races period. Ships, mods, cap usage, really how many people are flying drakes out there I see 3 drakes for every other b.c, its nuts. Heavy assault missle launchers I've heard peeps ***** they only got a range of 40 !!! For a short range high damage weapon please!! I wish my large neutron cannon's II had a combined range of 40 and they never miss. I believe if they made defenders actually viable again it would put the caldari back into the realm of reality. My 2 cents anyways

Why one earth should Caldari get Hybrid damage mod invention? I mean, you can count Caldari rail specialist ships on one hand, while every single Gallente ship (even including the Drone ships) use hybrids. Ridiculous.

Myrmidon doesn't have a hybrid bonus!
