Im in the region of Citadel and I was wondering if there was any cosmos agent level 1 or newbish agents that I could talk too so I can do missions with them ?

check www.eveinfo.com, they have a list of COSMOS agents and where they hang out. AFAIK all the Caldari COSMOS agents are in the Okkelen constellation in The Forge, but then again i'm far from being an expert on COSMOS stuff.

Thats the part I forgot to tell. Im lazy and I don't want to go in Okkelen! 
Are there other agents somewhere else for the Caldari

Cosmos agents only reside in their cosmos constellation as far as I know..
Also I remember reading somewhere that every faction has (or will have) highsec, lowsec and eventually zerosec cosmos constellations..

COSMOS agents exist only within the COSMOS costellations. There are, however, plenty of normal agents scattered all over the place. Choose a corp you want to work for, view the info on that corp, and click the "agents" tab. That tab will show every agent in that corp sorted by division, whether or not the agent is available to you, level, and quality. Pick one that lives in a system near you and start having fun.
I can't recommend any particular agents, myself, because no Caldari will touch me. (-4 to Caldari Faction.)
