Has anyone proposed the idea for a separate cargo hold for ammunition and charges? It would make sorting loot to hanger bays easier...

In the 12+ years this game has been running? Probably.
If you want to seperate your ammo from the loot after selecting "select all", simply hold left-CTRL on your keyboard and left click on your ammo. This way you can drag all your loot to the hangar without dragging your ammo along with it.

Why is it not a thing? Balance reasons.
Basically, you are supposed to make a tradeoff between how much ammo you want to have versus everything else you want to carry. This include cap boosters, nanite paste, drug boosters, and loot.
Also... based on what the DEVs have done in the past, you don't want them to make a separate hold just for ammo. Because they will most likely nerf the general cargohold (which will limit your loot holding abilities). No, you can't have your cake and eat it too!

Use a filter.
I have a fine tuned filter for the things I use in my mission ship like a MTU, depot, tracking scripts, large laser crystals, etc. My filter is set to show all BUT those things. When I do a CTRL A and drag it all over the only stuff left behind that I might not want is just stuff like other laser crystals I don't use like microwave or infrared.
Doesn't require me to scroll through the list of various ammos I might have picked up to only pick out the stuff I use.
Similarly, you could try skipping the whole "can sorting" thing and use this method instead, thus never having to worry about how station cans cannot be repackaged for 3 weeks or how they can't be moved, or worrying about smaller cans running out of space.

Quite honestly there should be. It is very logical for there to be ammo bays/magazines. |

As ShahFluffers has said, if they give you 400 m3 bay for ammo and charges, they will nerf your ship cargo hold 450 -> 50. So you can carry ammo, but no longer carry spare modules to re-fit at a mobile depot.
Right now, you have 450 m3 to carry anything. With this proposed change you will have 400 m3 of only ammo, and 50 m3 of anything. This is NOT a good change.
CCP won't give you extra space for free. They will only change some of your space from "anything" to "ammo only."
You're asking them to do this because "clutter"? Not smart. |

Turrets and Launchers do not reload from containers so you can have an embarrassing moment mid fight if you forget to move enough out of the container into the main cargo bay.
But yes this does work, its what I do.

Some people use hardly any of the cargo bay for ammo and other charges, some use the whole thing, some even use no ammo at all. So imagine trying to get everyone to agree on the right combination of split bays between charges side and general side. It would either be a nerf to most ships or nothing really at all. Worse yet CCP would only catch hell from pissed off players, no matter what they would decide, since it would place an unnecessary restriction on combat ships for no other reason than a few players thought it was a neat idea. Not to mention it will only shoehorn ships out of many of their fits by making some of them impossible or impractical. The only reason it works for Exhumers and Industrials is it encourages players to use something other than cargo extenders and cargo rigs in their fits and/or to balance each vessel by promoting general ship roles where each vessel in its class retains usefulness and viability without overstepping another like how they use to be before tiericide.
By stark contrast, most combat ships do not need such a change to do the same thing for them since they've already been largely balanced to accept a role-based system over a tier-based progression system. In fact it would likely cause the opposite effect. Combat ship balance is not perfect right now (and probably never will be perfectly harmonious like that), however this would only undermine much of CCP's efforts to continuously smooth out the kinks in that balance instead of getting them one step further.
At the very most, I could perhaps see this being only really useful in reeling in a ship so wildly out of control in terms of being too powerful compared to it's closest rivals, and only if CCP were that desperate to fix it. Other than that, this is an idea that only sounds encouraging on paper if you've never really played Eve before.

That still misses the point. That would be no different than an ammo bay. Read what I and others have said above.
Partitioning the general cargo bay would not be added cargo space, it would simply be partitioned cargo space. CCP's not going to simply add addition cargo space to ships on the contingent that that only contain certain items, so there' nothing nice about it. Once again, look at Exhumers and Industrials with specialized bays. Your cargo bay is already a loot bay, but placing an arbitrary restriction on segmented cargo bays force limitations on the ship. Combat ships generally don't need that limitation and it would serve no other practical purpose beyond enraging players and shoehorning fits.

Honestly, I agree with the OP. Sorting stuff in cargo bays or through the hanger at a station can be a pain...
I have several customized filters to sort out the items I want to sell and want to keep. I also use ships to sort them out as well...
I take all the T2 equip I have and put it into one ship. I also take all of the salvage, ore and such and put it into another for manufacturing purposes. Pretty much everything else stays in my hanger where I filter by the item value. I use the filters to maximum the ISK made off of selling loot.
