Does security status stop at +5. I have been running level 4 missions. I haven't had any security status increase since I got to security level +5 on the 17th, so, 4 days and no security status increase at all. Am I maxed out at 5 ?

It's supposed to be capped at 5.0, but you will still get infrequent + sec hits, usually they will come in a row then you'll get nothing for a couple weeks.
You should also get hits for faction/officer spawns above 5.0

Few 'named' opponents in lev 4 missions give you positive hits for security even above +5.0, but the process is very slow. Approx +0.5 / year if you run a lot of them. And take that information with grain of salt - it's just the general impression about the issue not solid result.

hey hey
1) high sec status and people seem to trust you more.
2) high sec chars tend not to be alts
3) turn pie and it takes longer to turn blinky

It is supposedly capped at 5 and no matter what you do it stays there.
However every now and again for some reason when you log in your personal sec rating shows as 0.0 . This can also happen during game play I am sure. When this happens you continue to get sec increases from missions ( not sure about NPC's in belts as not tried it at those times).
This has happened to me once in October..twice in November and once in January. I never played much during December so it may have happened then as well. Each time I was getting small sec increases and usually only over a period of an hour or so.
Whether this is a bug or a feature I have no idea but i know its not just me as a friends increases at exactly the same time. And regarding whether it matters or not I guess thats down to each individual..
So yes at the moment there are rare times you seem to be getting personal sec increases. These are entirly random though and killing stuff 23/7 all week wont mean you get an increase if your not logged on when this 'feature/bug' happens....and that can be anytime of day or night according to my security status log.
Hope this answers a few questions...even though its still rather vague

Anyone knows if the security status decays over time? I've recently returend to the game after nearly two years of pause and my sec status was 0.0 which cannot be right because I ran missions / ratted a lot back then. Any info on this?
