Hi. With the move of RISE from Outer Ring down south I became curious as to who is left behind ? Who is operating in the area, under what policies, etc.

As Wizzy said, we live near Outer Ring and sometimes in it. He's correct in stating we operate on a Not Veld Mine It (NVMI) policy and we can always use more haulers.

Why dont you take the time to fly there and find out yourself ?
My experience of the region now, is that apart from a few small tribes of Station Monkeys there is virutally no one living in the region. Which is not at all surprising considering its been barely a week since RISE have left and its hardly the region that everyone in EvE is queueing up to go live in. ______________________________ ______________________________

Outer Ring is practically dead since RISE left. I can tell from the cheap stuff on the market - battleships below empire prices etc.
Great opportunity for corps/alliances that want a nice little 0.0 home without POS warfare, I quite liked the region (I was both in NORAD and RISE) and think it's duly underrated.
(yes, I'm biased, I have a lot of stuff to sell on the market)

P.S. Outer Ring is indeed BNC's holiday home, we do rent it out to R0NIN at the moment though, Shivaja cleans the stations for me whilst Rira Vanga polishes the riods.

Who in their right minds would want to be anywhere near BoB?
Living in their space is kinda like living in High Sec. Except better rats, roids, complexes and without the billions of cans in all the asteroid belts/gate. The role of Concord is played by BoB, Sentry guns will be placed on the gates and stations when Constellation Sovereignty comes in.

I wholeheartedly endorse this product or service. If all you're coming to 0.0 for is to make isk, you really do need to be in BoB space, or D2 space, or Red space, or whomever you feel has the best liklihood of protecting you While you do it.
Fighting over sovereignty is, by definition, for people who are inclined to fight. That isn't to say that shooting at stuff is the only way to fight. You can also fight by being willing to pour your efforts as an industrialist into a war-effort for the sake of carving out your own piece of the galaxy, profit be damned. For someone who fancies themselves a business man in the game, the risk-to-reward equation is out of whack in going to live in the space of a smaller alliance that is just hanging on. There's nothing in their space that you won't find in BoB's space, and chances are, you're going to invest a lot of time, and end up broke in the end.
When we made a change recently, we were approached by several corps who live in BoB's space. The rents were reasonable (what our crew would clear in a few hours mining high-ends per person per month). The people seemed un-stressed and happy with what they were doing, and I'm sure they're doing quite well for themselves. If you log on for the iskies, and not for the day-to-day epic struggle to survive and maybe make your mark. Go do it. Business wise, it's the smartest move.

There is also the big advantage of not having the 50+ people idling in front of a station, which in 0.0 you CAN smartbomb to oblivion and loot their wrecks. Every trip through Jita makes me wish I could jury rig the Titan Doomsday weapon onto my ship.

We never saw much of BoB in the past year or so in Outer Ring. They consider it a crappy region (and rightly so, compared to Fountain). The most threatening move they are likely to do is to claim the region and install some puppet alliance there and since there are no important POSes to defend in OR, the bob war machine would not bother to help defend the claim.
IMHO. ;-)
(note: I used to be in RISE and NORAD, this subject has nothing to do with my current alliance.)

Outer Ring is kinda like low sec at the moment, mostly empty systems, and one or two combat ships hiding at an ss or playing dock/undock with each other at the major station systems.
I have yet to see ONE proper gang there, at best five or six tech I cruisers with two battleships.
The only capital i've seen was a carrier camping a station with one bs supporting it.
