Yes, the "cooldown duration" is influenced by the skill, and yes, with level5 in interdictor, you will be able to manualy launche a new bubble after the first has vanished.
Now, the real fun thing is, autorepeat does not work, because the second buble is launched while the first bubble is still up, and causes the lovely "2 bubbles in one grid bug" os something similar, which leads to your targets simply warping off, after the first bubble disapears, even if the second one is still there. it will work again on the 3rd, but not 4th, etc..

i have personally tested multiple bubbles in the same grid with interdictors IV, but I don't know that I've tested if the second bubble works after the first drops. I'll give it a try tonight and verify my original results, as well as whether or not overlap affects the results and some other things.

Tested multiple times (even with multiple ships). If there is a bubble up when the 2nd interdictor bubble is dropped, the 2nd bubble does NOT work.
Very sucky to have to wait 10-20sec between the bubble disappearing and being able to manually launch a 2nd bubble, with interdictors IV.

I made a thread exactly like this one a few months back when the problem first came about, but it didn't seem to get much support beyond a few upset dictor pilots. I bug reported the issues, and here we are months later with the same flawed mechanics

i dropped a 2nd bubble last night (with autorepeat, i have dictors IV) on the same grid as my 1st bubble and i couldn't warp out of the 2nd bubble and my corpmates could not warp out of the first bubble.
I'd like to isolate what the deal is here -- are you sure you're in range of the disrupt probe? Does the 2nd bubble function after the first bubble expires?
of course, i was drunk, so could be I screwed up somewhere. i'm going to make a note to do some SOBER testing tonight :)

the first time he logged, i got him into structure (got lucky with the scram) before his 60 seconds disappeared him...
i've also had mixed results testing multiple bubbles. same pilot bubbles seem to do ok, but if you have multiple dictors seems like they cancel each other out and fail to function. that or it's too hard to tell if something's outside the bubble :)
