I disagree, this isn’t about people wanting consensual PvP, its about finding yourself in a situation for which the only possible escape is meta-gameing (logoff) and the only possible means of avoiding it is...More Meta-gameing!
“what?!” you say? Using alts to scout. That’s meta-gameing as much as logoffski is.
While logging off is far more lame, so is paying for alt so you can move around quickly and safely, I mean seriously despite the fact I’ve recommended it countless times to new players, the method of logging on a scout alt on the same account and flying a few jumps ahead, the logging off, logging on your main and moving that char... that IS meta-gameing and it is LAME.
Not as lame as logging off sure, but lame all the same, we all do it and the reason we do it because Eve’s mechanics are broken, Face it. Admit it. Then we can start to think about fixing it.
In 0.0 gatecamps serve there purpose well, it shouldn’t be easy to get into alliance controlled space full stop.
However if Low-sec is ever going to be fixed and repopulated people are gonna have to start thinking about WHY people are logging off. In case ya missed it – it was because there is no “reasonable” way of avoiding or escaping a camp that doesn’t involve meta-gameing of some kind.
I do not consider looking at number of ships lost in last hour on the map as being an effective method anymore, I look at it a lot and it seems it has several major problems: -it doesn’t update, we had 50+ ships killed in a system the other day and they didn’t show up on the map at all. -when it does show the correct data its usually delayed, and if you know the data is correct you don’t need the map! -there are ALLWAYS ships destroyed in the last hour in just about any lowsec system and unless you also look at number of jumps in the last hour and number of pilots in system the number of ships lost tells you nothing. -less lag these days means that people are getting podkilled far less, so podkill/last hour is less usefull as well.
I strongly believe to repopulate lowsec CCP need to figure out a way to get more people in the belts and move the fights away from the gates.
Of course it doesn’t effect me much since I “don’t do lowsec”  I don’t see it changing tbh because people are unwilling to accept that maybe... possibly... people are logging for a reason that is as much broken game mechanics as it is unwillingness to accept there fate.
However before CCP get round to fixing lowsec, perhaps they could fix bubbles + logoffski at least, low-sec should be far more accessible, my alliance’s space should not be.... at least without a fight.  -

I'd warp to a station or a safe before logging to be honest your just weird (sp)
1- if I had enough RL cash to be talked into insurance I didn’t want and I had an Impoc that I flew around solo in 0.0 I’d tell the insurance guy to **** off and buy a second account for scouting. 
2- So Everyone and the dog is dead... I wouldn’t be particularly concerned about my Eve reputation at this point.
