Yep, Empire Control 5 is all you need, that and 1 BN isk, and a unique name/ticker.

Common Sense Lvl 1 minimum, lvl 5 is recommended.

Hardin is a high-up guy in the CVA alliance whos char has 16 charisma IIRC.
He offers a service whereby he joins your corp and you make him CEO then he creates an alliance for you (he charges 50-100 mil extra for this service) and then leaves. You can also have him join an alt corp and use that corp to make the alliance, then invite your main corp in if you are worried he may do something. But he has created over 10 alliances for people now, including us (my corp smacktalks CVA into the ground on a regular basis), so he must be trustworthy. I suggest you convo him instead of training up empire control 5. Note, he can also update your corp ceo skills so that you can have 2000 people or something in the corp.

Actually he has 25 or 26 iirc.
Empire Control 5 allows for a 1300 member cap in addition to the alliance creation ability.

Empire control 5 is the in game skill.
Real skills wise you need:
Cat herding.
Dealing with ADHD nutters.
Being polite to idiots.
Writing forum posts.
And last but by no means least:
"Not going to sleep when someone's trying to be diplomatic at you". That starts wars y'know.
Being able to spell "Alliance" is a bonus.

I am currently on holiday... so cannot create any alliances till at least next tuesday. if you are in a rush then I would suggest you talk to thor xian who is also a reputable alliance creator...
