Consider swapping the DC II for a faction energized thermal, shadow serpentis ones are 5mil on item exchange, and save you 5 cpu. Swap a nos for a medium best named neutralizer, it will help you take down their cap faster and uses less cpu than a nos. Use the extra CPU to fit a T2 AB and a 20km faint epsilon scram.

250-300mil I think, definitely not cheap. But on this subject I have a new fit for rev2:
2x med nos II med unstable neut cloak
10mn AB II faint 20km web 2x balmers TD
MAR II 2x EANM II electrostatic thermic plating thingy (best named non energized) 800mm RT
thermal, kinetic rigs
