A way to solve all this? concord pays bounties for npc ships, what really strikes me as well... plain stupid is they don't do the same for player outlaw's, i mean, they shoot them on sight when they do run into them but offer no payment for others that take the risk doing it in nomanland... theres a bounty hunting system in play thats just... pittyfull cause nobody pays atention to it, and even if they do they have to REALLY swet it off to collect it. So, put in a system that as the security status decreases a bounty is put on the players head that increases exponentially, but make it like the npc's, that blowing up the the ship counts to collect.
Let's say on a player that is -1 concord pays a bounty for it of 10mill per the ship destroyed and 5mill for the pod, or just reverse it and say 5 mill for the ship and 10mill for the pod wich is much harder to catch, what does this do? well it incentivates PvP, makes it viable to pvp as a way of life and, a good counter to anti-piracy, that way, people who really do like to be pirates and take confort in blowing up carebears, can collect all that equipment, but theyre also more carefull cause someone might be hunting them specifically for a living. Also something like a sec status increase for killing outlaws should be made, that way if you kill a pirate you increase your status with concord.
Does this make npc hunting absolete? well, does 0.0 resources make empire obsolete? hell no, it's the old risk versus reward thing, npc hunting is exponentially less dangerous than pvping, even more so if youre fighting a half decent pirate, wich is already acostumed to pvping.
Even to balance it off, make each pirate npc faction pay a bounty for the inverse, every1 that has positive standing (aka sec status) with concord has a bounty on its head payed by the rulling pirate faction in that space, so that pirates dont become absolete aswell cause that would make the whole thing just unbalanced, this way pirates just pick on the good guys, and bounty hunter, go pick on the bad guys. Low sec becomes more valuable for what it should be, pvp activities, that same pvp activitie therefore makes carebears more happy to go there and take a risk knowing theres pirate-hunters out there somewhere, and we all live happilly everafter ^^
Fails due to easily abused. I get an alt.... pod 10 times to get -10 sec.... friend comes by kills/pods me and we do it all over again... instant quadrillionaire :)
