I can't remember when I read it, but there was an analysis done at one point on the likelyhood of humanity ever making contact with an alien species, and the probability was determined to be very low. Why? Because those species would not evolve (and eventually perish) on the same timeframe as Humans. The amount of time EVE adds to the history of the human race is shorter than actually exists already.
While EVE takes a fair number of liberties with reality to make the game viable (and fun), alien species would provide new problems. Basically you'd have these requirements: 1. Species evolves in Binary system (please have actual binary stars in graphics update) 2. Species evolves to sentient level during same timespan current EVE universe exists. 3. Species reaches spacefaring/military levels sufficient to prevent destruction at the hands of EVE Humans (I imagine Amarr would view the new people as a bit of a blemish on the universe) 4. Species exists in the fairly small sampling of stars occupied by EVE humans or lives close enough to reach us.
Humans have existed at a sentient level for an estimated 2 million years, we've had about 5000 years of decent civilization, and 50 years of spaceflight (well, 30k odd years in EVE universe). The Earth is somewhere in the neighborhood of 4.5 Billion years old, which puts humanity, even with EVE time added, at having been around for about .046% of Earth's lifespan (been around, not doing anything useful), and having been spacefaring (including EVE) for a whopping .0006% of Earth's lifespan. The Universe is 13 Billion years old, approx 3x the age of the Earth, so that's even more of a gap.
So what is my point? If humans in the EVE universe have been hopping around space for .0006% of Earth's existence, that means that just in the timeframe of the Earth there are roughly 166,000 other equal timeframes where a species could have lived out an equal lifespan of where Humans are in EVE and vanished never to be heard from again, and even with the vastness of the EVE humans, the species could still die out.
Long post but point is it's probably more logical that even with the size of the EVE universe that Humans have met no *sentient* Alien species yet than to have space whales or whatever that can be communicated with and pewpewed.
