Theres a few options that come to mind.

Try to find a few other people who are looking for the same thing and split the war dec fee. 700 split between 5-6 ppl isn't to bad.
Pick a null sec alliance that lives near hi-sec and camp between there and the closest hub. When its quiet you can scout there null with a alt and go in at get kills where they feel safe.

Or, see if one of the Merc alliance will let you put your corp in and do your own thing.


There is plenty of ways to get intel instead of address book, public channels, putting a alt in the target corp etc.

Don't give up, once you have adapted it will be business as usual.
