As far as i recall R&D agents work off of personal standings only rather than any accumulated corp standings. As for the first part of your post I believe it applies to faction standing also.

This is how things work as far as I am aware.
True - I was assuming that the alts concerned where fresh and had run no missions prior to joining the corp.

Ok then, so the mechanics also applies to faction, not just corp standings. Then once the faction standing is sufficiently high, all alts will be able to use agents within that faction right? No just the initial mission runner?
Yes but as soon as the alts start to run missions they will be counted into the factoring of corp standings (as if they are at 0 they are ignored iirc) and then the faction standing will start to drop.

I believe so, as you have to have relevant personal standings to the R&D corp to start using a research agent - not 100% sure but don't believe corp standing drop would matter
