I keep hearing that older players travel to newbie areas, plant bait (cans, etc.) for newbies to grab and start an aggression-timer, so the older players shoot and kill them.
Is this an offence that CCP punishes (bans or warnings) ? It could lead to new players leaving Eve for good (hence less money for CCP), just because some players can't find some decent pvp-action ?

Yes it is.
If someone is doing that. File a harassment petition. They will sort it out.

Happened to me when I was new.. I didnt realise that this was harassment? Wish I had petitioned back then

I should quantify that.
It's fine to leave "Cargo container" and shoot noobs that take from that can.
Renaming it to "Free loot" or something is what is not allowed.

Which is kind of foolish, malicious intent by baiting should be against the rules, regardless of what you name the can.

I imagine the problem would be proving it. If it's obviously a trap, then it's easy to investigate and enforce. If it's just a can with the default name then it's harder to prove it just wasn't someone trying to protect their property. Given limited staff resources and the fact that I do believe there is a message warning you against taking from other people's loot cans, I think CCP's policy is a reasonable fulfillment of any obligation they may have to protect newbies from griefers.

Well to be harsh. It's all within game rules - learn them.
On the other hand name and shame him. Maybe some bored merc's or pvpers will wardec his corp for fun.  -----

Also, malicious intent is not against the rules of the game, and is often encouraged. The only reason they are looking into it is to "protect newbies" from too big of a shock; you gotta be introduced to this particular type of PvP gradually, I guess, and only after you've paid several months of subscription time to CCP.
In any case, sometimes you learn by getting burned, perhaps this was one of those cases.
As you play the game more, you'll see all sort of things similar to this one that mineral-thieves can do to you to score a concord-free kill.

If you are a new player and someone is trying to kill you in a starter system, petition them so the GMs can come take a look at it. While the use of can flagging in highsec is not against any specific rules, doing it against newbies as they exit their starter stations is frowned upon.
