File a bug report and write this up in the development part of the forum 
And don't say "It won't matter so I wont do it" ..because then you're not really interested in having it fixed.

does anyone have a link to a dev post about this... I hear alot of hear say about it being a bug but no one knows where this info came from.
I fear as the hulk has no t1 version (coveter is a barge) hulks are just un-inventable.
Whats the odds that the devs hold all the BPO?

Honestly you lost me there. In what sense is a hulk not a barge? Afaik it is referred in its description as elite barge. And the hull is a covetor.
Or are you thinking about the term exhumers? Well with that logic command ships wouldn't have a T1 version then as they descend from battle cruisers. I'm pretty sure this logic doesn't really make sense. ;)

it's not listed as a variant of a Covetor, hence it's technically not a T2 Covetor although practically it is - whether this has anything to do with whether it's possible to invent Hulks from Covetor BPs or not, I have no idea
as my corp is interested in getting into invention (and yes, of exhumers too) - what exactly doesn't work about Hulk invention yet? Clearly the invention tab has been added to the mining barge blueprints, so I'm curious about the state of this issue. Fixed? Broken and about to be fixed soon(tm) - but broken how exactly?

Hulks are T2 versions of Coveters or they are direct ripoffs fo the hull.
Either way fix invention for Hulks!
Cost of a Coveter is about 25 million ISK
Hulk is 550 million ISK.
So 12 times as much ISK for a marginal increase in ability to mine and a few more slots? I'll be in a Coveter for quite a while.
