Also I think you can't join an alliance when you are wardecced (or when you have wardecced, not sure one of the two) And about the isk remark, we actually do ransom and not collect killmails (well at least I try to enforce them) 50 caracels for 5mil = still 250mil and that is still a sum of isk in any currency recruitment
