new launcher, i don't get an error code just a red window in th ecorner saying "login problem there was a problem logging into your account, please try again" and the game was acting a little strange before i closed all accounts and tried to log back in. reset comp, same problem

Well at least if this problem occurs in the future googlers will end up in this completely useless thread.
If launcher causes aggro just try launching eve.exe and bypass it, login manually. |

(I've tried a couple and it didn't work for me, if someone is saavy on this, post away!)

You don't need an app. You have the app. It's called eve.exe ".exe" is computerese for "app". It's an "executable file". Executable files are generally the working end of a "program." App. jeesh.
Y'all take your hand held devices into the nearest watercloset. Locate the seat with the pool of water in it. Drop said devices into the water, and pull that handle you see there. Please, before it's too late.

It's within the launcher itself. It's 2016, as Sustrai Aditua points out, not 1996. 
You don't have to go searching for the .exe file, a shortcut to running each exe file for each server can be found in the launcher at the top-right under the E with a down arrow. Click that, hit server list, and run "Tranquility." You'll be able to log into the login screen where it'll ask for your user ID and password.
