The Viator comes with a built in 2 points of warp core stabilisation and near double the top speed of the Occator (170 vs. 90). Beyond that it is far worse in all respects. Smaller cargo hold, worse resistances, much lower shield/armor/structure specs and fewer fitting slots.
So 2 points of warp core stab built in seems nice but the Occator has six low slots versus the Viator's three. So at best I could give a warp stab bonus of 5 to the Viator while I could get 6 for the Occator. Or I could equal the Viator's 5 and toss in an expander or i-stab or whatever.
Seems the Occator has MUCH more versatility to fit out a variety of ways and even making it in to a blockade runner per the Viator it still has more versatility. That only leaves the Viators higher base speed but with Warp to 0 who cares? Maybe it'd be better at getting out of a bubble but then a nanoed Occator (or Overdirves and such) could probably do as well.
Am I missing something or is the Viator largely a useless choice? Note I have not compared other race's choices in this department to see if they suffer the same issues but since I cannot fly those I'll just go with these two for now.
My alts viator can carry 3750 m/3 cargo, while cruising at 2.5km per second and aligning for warp as fast as a frigate. And with that setup, if it has to, it can tank multiple ships long enough to get to a gate or warp off. Hell, Ive even used it to haul loot in 0.0 when ratting to make money, and it can tank a triple BS spawn long enough to grab a couple cans and warp off.
Occator might be able to do the tanking part, but its not nearly as fast or maneuverable. In short... in my Viator I have almost no fear of losing it unless I do something stupid. Ive even run 0.0 interdictor or bubble gate camps with it. Unless a gate camp has an interdictor, a fast locking huginn/rapier, and a LOT of DPS, they have basically no chance of getting me.
An occator can still be killed by one combat ship with a web. It will just take a while.
