Inertia stabs decrease mass and inertia by the same amount. I'm thinking that's because mass actually reduces the inertia (the ability of your ship to change direction). Is that right?
Nanofiber Internal Structure on the other hand directly increases your speed, which is easy to quantify, although it seems like quite a small amount (I'm not sure whether the MWD/AB modifier is applied before or after this). It also has a, slightly smaller, inertia modifier. But interestingly no mass modifier.
It seems to me that nanos are better for raw speed whereas inertia stabs are better for maintaining a perfectly circular high speed orbit.

When you put afterburner and MWD into the equation, istab gives slightly more bonus to the resulting speed.

depends, mass reduction increases agility, and agility increases agility(istabds thus have a bigger impact on ships agility)
the mass reduction also increases the speedboost that mwd/ab provide, so unless you have a really slow ship(10-20m/s) chances are istabs privide bigger speedboost when using mwd/ab a lot.
for afk autopilot travel and setups without ab/mwd nanofibers help more as you are not using ab/mwd then, otherwise istabs are probably more usefull(still kind of depends per setup though, but most of the time istabs provide better advantage)

I stabs are not stacking nerfed yet, but in a sense they are. When you reduce the mass, the next istab module will reduce the reduced amount, so to speak.
On any cruiser sized ship, more than two inertia stabs are useless. Experimented to see which combo would bring a vagabond to the highest speed. She was definitively fastest with 1 x locall hull istab, 1 x domi nanofiber, 1 x auxiliary thruster and 1 x mass reduction rig. As an added bonus for chosing nanofibers, your signature radius doesn't suffer that much.

Each has their place:
The "double whammy" agility/mass bonus on the istabs means they have a HUGE benefit to the "final" ship agility. Essentially it's like having two agility bonuses that stack with each other on the same module. (With the exception of the fact that the mass bonus seems to be subject to a stacking penalty with the other mass bonuses.) Thus with istabs, your ship will be able to enter a tighter orbit, and (to many people, this is more important), align for warp and enter it very fast. Istabs + warp to zero are the ultimate travel combo. Also, the mass reduction bonus of istabs will increase afterburner/MWD speed by a certain percentage.
Nanos provide far less agility benefit (due to not having that "double whammy" effect), but do provide a fixed raw speed boost whether or not an AB/MWD is fitted. Also, the fact that it is fixed means that on large slow ships (like BS), it has more final effect on the battleship's speed. (i.e. +30 m/s base speed increase for the best named nano is better than the 20% or so AB/MWD speed boost. Note that the +velocity bonus of nanos and ODIs is applied BEFORE any skills or other speed bonuses.) The end result is that small fast ships (like ceptors) get the most final speed boost from istabs, while battleships get the most from nanos or a combination of nanos and istabs.
If you want the fastest travel times using warp to zero, fit all istabs If you want the fastest non-afterburner/MWD ship (either for passive AFK autopilot travel or because you're nuts for some reason), fit all nanos If you want the absolute fastest speed with AB/MWD, figure out the appropriate mix of nanos and istabs that will maximize your ship's speed.
Edit: I am fairly positive that the mass reduction aspects of istabs (not the agility reduction component) ARE stacking nerfed beyond the typical "reduce the reduced amount" aspect. ------------ Ezra Cornell

Wrong.
Take a curse. Base mass 12.5 kt. If -mass would have no stacking penality I would get 12.5 * 0.85 * 0.85 -> 9.03 kt. I get however 9.23 kt, which is 12.5 kt * 0.85 * (1 - 0.15 * 0.87).

Snip, recalculated. You're right they're stacking nerfed. Odd that it doesn't say that in the description, as it does with other stacking nerfed mods.

Inertia stab vs nanofiber? Inertia stab and nanofiber, seems to be the most effecient combo. And depending upon the original mass of the ship, the stacking penalty and what mods you have fitted, it differs how many of each is the optimal combo for your particular ship, when wanting to maximize velocity. The inertia stab doesn't only reduce the base mass of your ship, but also the mass of other modules. Haven't tested them all, but plates do get lighter once you fit an inertia stab.

Istabs would probably be your best bet, because they will allow you to align for warp faster with both the mass and agility bonuses.
