Facts:
To create this character from scratch it will cost 449 injectors: 286 billion isk
To extract every skill point from this character it will cost 218 extractors: 51 billion isk
Once extracted to the character base of 5 mill sp you will have 218 injectors: 139 billion isk
To keep this post on topic the very least this character is worth is the difference of extractors to injectors: 88 billion isk
88 bill + caldari titan + implants + skin + another levi char hasn't sold in 3 months. |

Or you could buy 218 skill extractors for 49,050,000,000 ISK to pull out 109,000,000 SP leaving 5 million SP on the character.
Once you extract the 109 mill sp you could then turn around sell the injectors for 131,236,000,000 ISK at current prices.
Sorry but anything below 82,186,000,000 ISK is low balling. With your rough guess of 10 billion ISK in skill books(thank you), my buyout of 90,000,000,000 is reasonable. A solid 2,186,000,000 discount.
