It's somewhat ironic that Kazzzi's nomination for Amarrian Capsuleer of Year was accepted but your rules exclude him from this contest.
But then we Amarrians were always more open minded than the lesser races.

If you ask me, it's terribly bad form for the organiser of a contest to break his own rules like that.

We all know nominations are near pointless as long as a short list and then a follow up internal only voting process exists. Anyone can be nominated with a daft enough reason spun, then you just quietly handpick the select few you'd like. Here the organisers are quite simply cutting out a joke application in public, because they won't honour an observed and well reported double agent. At least they're doing it with honesty and transparency.
So you think that arbitrarily refusing nominations in contravention of your own rules is a better way of running things?

Ushra'Khan and Electus Matari pilots are not officially affiliated to the Repbulic and therefore ineligible.
On the other hand, a newly-qualified pilot in the Republic Military School would be eligible.
