I'm looking to fit a T1 frigate (or possibly cruiser) as a bait ship for solo/small group pirates.
Ideally this ship would be ratting in belts in low sec until a pirate or two come in and engage. The once fired upon the frig would rush in, web and scram the pirate, and reinforcements would arrive.
Now for this to work the frig would need a strong enough tank to last 30 seconds to a minute under the fire of (worst case) a well fitted battlecruiser or couple of cruisers (anything larger would probably be too difficult for the particular group) . It would need to be able to fit a web and a warp scrambler. It would also need to be able to rat in .4 or less space decently while waiting for a bite and probably tank the rats as well once the real pirate arrives.
I know this could probably be done okay in an osprey for the bait (with a miner instead of ratting)... but I'm assuming in all cases the bait ship will be toast so I'm looking for the least amount of loss possible.
Thoughts?

I'd use a Moa with Caldari cruiser 4, you can tank it rather well and its an appealing target to some. Most write them off as terrible ships but I love em'. My first fight with a Moa ended with my friend's Caracal shattered and my Moa slaughtered without even *****ing 1/6 of his shield. That was a while back when I wasn't very good at the game, but the Moa is very capable of tanking and defending itself for 30 or more seconds.
But you might want a cap injector of some kind on it so you can use active hardeners if your passive skills aren't up to par.

No t1 frigate will work as bait, it will get toasted too fast.
A maller is probably what you are looking for. Useless for pretty much anything but getting shot at.
Small rails/arties/beams/energy neutralizers/nos Web/Srcam/injector[800s] MAR/MAR/1600rt/EANM/EANM/DC
That should fit with eng 3/4[a day of training or so]
It will have some 6000+ armor and rep ridiculously strong
Tanks about as well as a single rep ean/dc battleship. Just hope they come in range of the web and scram or it wont stop someone from leaving.
The arties/rails are there to look like you are ratting. Beams and rails should be shut off once the bait bites. Arties can keep firing, but dont look as authentic as the rails or beams do. Has spare cap to rep even when NOSd by a decent amount. Nothing cruiser sized is going to sit on the top, you should have cap for one or two small neuts[a bit less than 2 med nos drain on you]or at least one. Small nos also work, but the neuts are more likly to hurt things.
6 small neuts on top would be very cheap[40k each] easy to fit. and drain 48 cap a second from your enemy and you[you are modified by skill]. Which would be nasty to turn on once your support had arrived and you didnt have to worry about running those reppers.
Anyway, that should all fit t2 fitted[named inj, named plate] with eng 4 and a decent amount of electronics[if not elec 1].

Honestly, most of the pirates I know <cough cough> won't bother going after a T1 frigate by itself. I'd suggest a Thorax - makes a great tackler, and you can get a decent tank out of it.

definately a punisher for a T1 frig, 4 low slots, enough PG for a nice big plate, resist bonuses on the ship...

Moa works to some extent, and ships like osprey/exequror/scythe draw pirates like honey draws bees
Tank them into obscenity, fit a couple of scramblers and pray!
At worst, you lose your bait ... nasty revenge is to put a few units of ore in the hold and an attractive BM leading them to an angry POS.

You can fit a 400mm plate on a Punisher:
125mm Autocannon I x3, small nos web, warp disruptor 400mm plate, EANM, damage control, small rep
You can just about fit some gatling pulse lasers on if you take the nos off, which makes you look more like a genuine noob.

I'd reccomend the Augorer (spelling?).
Unless it's been changed in recent times it gets a raw HP bonus that can add up to an impressive amount of armour when used with plates. It also has the added value that practically no one ever flies since it's widely regarded as being useless as t1 cruisers go so most pirates probably wouldn't think twice about engaging it.

It's not the cheapest option but how about a Rupture.
A Rupture can fit a 1600mm plate. Get some kinetic, thermal and explosive energised plating on there too to plug the gaps in it's resists. Forget about a MAR...you won't be able to spare the CAP. Stick a Cap Power relay on there instead. Mids - 10mn MWD, web, scram. Highs....couple of dual 180's, 1 assault launcher, 2 standard launchers, 1 medium Smart Bomb (as an off the wall option just in case the pie's set the drones on you.) Or just a mix of 180's and assaults.
Could work.....

better get a cruiser. whit extenders or plates you can take dmg long enough to get ur friends there

Punisher would be the best yes, I'd suggest plating it as much as possible, and using both mids for a web and a scram, getting to your target might be a problem though.
Unfortunately there's not alot else frig wise that would last long enough to get to the target to orbit it.

Cant speak for everyone but in general I just completly ignore frigates (unless in 0.0) because nothing you get is going to be worth the sec hit. At best you'll be a target of opportunity that someone shoots at from a gate camp or something but dont expect people to realy chase after you.
The MOA like another poster suggested would work well as bait, i think most people would definitly bother chasing after it.

Go with a cruiser with a decent tank, like a Maller, and fit as many medium NOS in the highs as you can & fill the rest with auto-cannons. Fit your mids with an AB, Web, and Scram (don't want to gimp your cap with a MWD, and the AB makes you look like a noob, which entices pirates). Fit your lows with a plated tank.
If your pockets are deep enough. A Prophecy can do this with great results. If fit for survival, a Prophecy can fend off most HAC's long enough for you to warp help in from a couple systems away.
