Within a system, a dread uses its capacitor to warp like any other ship. It does not require fuel.
However to get from one system to another, you need another ship to gang with you, and then open a cynosaural field using a cyno generator.
The generator uses fuel.
The dread itself must have the fuel it needs in its cargo hold. Then it can jump to the gang member who has opening the cyno field.
The amount of fuel used depends on the distance travelled and the relevant level of skill of the pilot.

This game is not fair to new players. due to skills are directly related to how long you have played this game. sooo. no. i did not get instructions from eve.

How does one make enough ISK as a noob to buy a character that can pilot a dread?

My advise... save the rest of your isk and put it into insurance for the dread, it takes you the same amount of time to train for the dread as it does to learn how to use one, and how to play eve well.
Shortcuts into capital ships is a bad idea, the dread will get poped before the insurance runs out, i'd bet isk on it.  -

It's a figure of speech. He's essentially saying that you should not be flying a dread because it takes a lot of knowledge in the inner workings of EVE to be able to succesfully pilot a dread (knowledge about how tracking works, transversal velocity, missile damage against high velocity targets, knowledge of range on webs/disrupters/smartbombs (T1, T2 AND Officer variants), and more.
I would heavily reccomend docking and starting with a frigate or a cruiser (or battlecruiser if you have lots of ISK to waste) while you learn how to play the game.

You'll learn soon that there is a second skill set you need (which can't be bought) and that that skill set is even more important then just 'being able to buy and fly' the big ships.
I'll guess you'll quit EVE next week when you loose the dread?
I mean, do you think all the major league sportsmen 'bought' their position in their team 2 weeks after they decide "let's try out 'this' sport for a bit" or would it be possible they actually trained hard to get there?

they are for pos warfare
so if you planned on running mission in a dread you wasted your isk

There are ways of buying isk for RL money that doesn't include ebay or any other "illegal" means. Visit the Sell/buy parts of this forum and you will understand.

This game is perfectly fair to new players but, as you have so aptly demonstrated with your posts, you are not just a new player you are a noob.
