Like people have pointed out EvE is a mainly PvP game.
Actually PvP-PvE is a very poor description scale for MMO's as most MMO's worth playing are almost entirely PvP.
The reason for this is that any player interaction with the game that has an effect on another player is a PvP interaction.
When you mine you use upp the finite ingame ore resources and thus deny another player access to that same ore, PvP.
When you buy or sell somthing you will give or take isk from another player and equally affect the market as compared to other buyers/sellers on the market, PvP.
The actions that is commonly refered to PvP and PvE are derived from games ill suited to describe an MMO.
PvP games traditionally are games such as counterstrike, race games, chess... In thise games all players go in with the clear and definite intention of measuring themselves against the other player/players. Thus PvP in thise games are 100% concentual and usually 100% risk free, ie you loose nothing from loosing.
PvE likewise is derived from the single player games and the cooperative multiplayer games out there. Thise games compare poorly to MMO's too.
In order to find a suitable term to use you should look at the predecessors of the MMO's, the MUD's, MUSes and the like, MUD stands for multy user dungeons and were usually text based MMO's.
In those games PvP was used too but only for instances where both players had concented to being in conflict, if only one player was interested in the fighting a different term was used and it was PK or player killing.
Now, much of the player fighting in EvE still falls under the PvP banner, everything that happens in 0.0 for example is PvP, by going there you have concented to risking your char.
Piracy and ganking in empire (low and high sec) however is PK.
Now to the point, I expect you are worried that the game is moving towards PK rather than peacefull cooperation. I may very well be wrong but this is how I interpret your post.
In any case, not to worry, the vast majority of the players in EvE are not interested in PK, not doing it and not being the victim of it.
If CCP pushes the game too far towards this the comunity will respond and CCP will modify the game accordingly.
The owners wish to have a tough game with lots of player combat aside, CCP is now comitted to the game and in the first room you will find profit and thus CCP will do what is good for the game profit wise and this will always be trying to walk the line between having harline PK but not loosing too many peacefull players.
