I think space combat should be changed to much faster, ships pounding each other battles to the death. Where pilots can have multiple options outside of shield and hull strengths that will allow them to use more actual pilot skill then time spent developing in game skills and buying modules. A solution that I see to this that would make the game much more interesting as well as tactically involving would be a dramatic increase in all ships speeds. Im talking instead of the regular measurement of meters per second... kilometers per second.
The first Russian cosmonaut circled the globe in 89 minutes. Thats about 7.5 km/sec (assuming the earth is 40,704 kilometers and my math doesnt suck). So why do the ships in eve go so slow? Obviously they dont have the power of accelerating them around the earth, but still you would assume by this point in time it would be easy for a ship to travel that fast. Yet the lightest ships come nowhere near these speeds, nor do any ships unless thoroughly equipped to only go fast. Obviously its important for ships to have these slower speeds for correct navigation of asteroid fields and when you don't need a ship traveling extremely fast but instead to just be floating along, so a system would be in place that with a click of a button you could cycle between the slower speeds, and then when you click over a higher echelon of speed. This would allow for tactical movements by fleets that are not seen in EVE or any MMO that has a possibility for depth like this. Circling around moons where "dark sensor" points would be, points out of range of the Overview, where re-inforcements would arrive, and command ships could truly possess an extremely important role on the battlefield. New ships would have to be created to cover these blind spots, ships that lurk and just collect intel. New battlefield type links would have to be establisehd so commanders could quickly tell which ships to target.
Sorry, wouldn't let me quote in full, but this is the bit I want anyway. You're forgetting the scale use in EVE. Frigates are not single man fighters as many people believe. In some cases there are up to 100 metres long. Cruisers are on the scale of hundreds of metres, battleships upwards of a kilometre, and Capital Ships are beyond comprehension. These things are truly massive, much more so than a single man capsule orbiting the earth, hence the differences in relative speed.
Also as has been quoted, ships have their warp drives for long distance travel. They don't need massively powerful engines for their sublight speeds as their warp drives can drop them with pinpoint precision within a few kilometres of an object from several AU away.
Besides that, I like the sensor blackspot idea. Would add another tactical element.
