So either I buy it on the black market, what of course I won't, or the Federation makes it legal available for every capsuleer.
We live for the Federation, we fight for the Federation, we die for the Federation again and again, which btw has some terrible side effects to some of us capsuleers. Makes them nuts. So I think it's fair if they do something in return for us.
