Pirates in real life where not just chased by the law, the navies of the Empires they commited acts of piracy against actively drove them out of their controlled waters. Pirates had to hide at the edges of the map and raid shipping lanes to make a living.
In EVE, there is only Concord persuing pirates, what if there was a random chance for Racial Navies persued pirates of standing -5.0 or lower until they left the space they controlled? Of course, you'd have to commit an act of piracy against a citizen's ship first to mark yourself.
No more playing paintball tag with the gate guns, but active persuit.

Wow what a lame post. Usually I'm not going to go out of my way to hate on someone for making (yet another) "piracy should be harder" post, but really it's getting old. I'm getting sick of this crap. With every patch crap gets harder and harder for pirates but oh no the bears are still gwumpy and need more pacification! So what else is new? You don't see me complaining about how easy it is to carebear it up in Eve for billions of ISK, so just STFU and GTFO. Gawd I'm so sick of this crap on C&P.

Look at the map, and tell me how large the factions are? Most of the ships in an empires navy are probably trying to keep high sec space secure, not leaving many ships for chasing off the pirates that infest the low security areas of their empire.

I don't know what's your trick to survive Navy ships , but assuming you make it alive back to the gate , if you jump into another highsec system more navy ships will gank you the same
I wish Navy spawns stood by their word and actually allowed me to leave that damn empire space , instead of webbing me 90% 12km from the gate

Not to point out the obvious but the is EVE and not RL. (someone will flame me for that)
But in Eve pirates control lowsec..thats it period,point,blank! Now mind you you might have a little alliance (less than 600) that sits in an area of low sec and will run pirates off but a majority of it is Piwate turf. That is our edge of the map, smack in between concord and the alliances in 0.0.

I've actually gotten away from the navy (note: navy not concord) by blowing up the little cruisers. You just need to be fully aligned and spam warp. ---------------------------

I know, I was being serious. A good Battleship can take on the navy spawn relatively easily. The real problem is if there are customs battleships on the gate already.

Wow, you can definitely tell the OP has had quite the negative sec...
Go pod 5 people in a row (from a 0.0 sec status; more if you are all positive and such) then fly (not wtz gate to gate, try out a few belts) around hisec. The entire purpose of this idea is to do more than just the "lets sit outside a gate and do nothing" pirates. You want to camp a gate? Sure, fine, but you damn well better have a fleet big enough to fend off the Empire's navy (should you be in 0.1 - 0.4).
Most seem to be confused with the concept of being persued, and the whole concord "we spawn til you die, biznitch". My idea is such that if you kill someone friendly to the empire, there is a cancel the Navy will jump in and have a look around. The more "friendly" people you kill, the more likely you are to get removed from the camp.

Ah, my bad. So what you're saying is that you want higher security in a low security system. Let me see if I can break this down for you.
1.0-0.5: Concord, Faction Navies, and Sentry Guns protect you. 0.4-0.1: Sentry Guns protect you. 0.0: You're on your own.
Pay attention, and you're ok. Use teamwork, and you're in even better shape.

If you don't want to get shot then maybe you could try, y'know, not going to low sec? Or possibly get a scout/use map/get your own gang and kill them. Whining about it however, will not solve your problem.

This idea is not only terrible but also very expoitable......
Situation 1 = Mr Solo hauler wants to get through a gate camp he knows pirates on other side.
Solutions A = Wait till loads of suckers go through before him then jump through when navy clears pirates.
Solution B = Creat alt, jump into camp start locking n get killed x4/5 untill navy comes.
Solution C = Go flying into the camp in cheap empty throwaway haulers untill navy comes.
As you can see, there are alot of fundemental issues with doing these changes to eve.
Also i beleve the creaters like to leave roles like that to the players, anti-pirate corps etc.
Anywho, ive said enuff

Who says these haulers don't do this already? You can decoy now with an alt and a noob frigate.
