I think ORE having some of the best mining barge developments should in fact develop a TIII Subsystem Modular Industrial . Based on the Strategic Cruiser design philosophy the industrial could be configured to nullify warp bubbles, have an increased cargo hold of 20,000 m^3 as its base, increase its drone capacity to being able to handle at least two Gecko's, along with mining bonuses for ice, gas and rocks.
There would be five subsystem slots that would affect the slot lay out of the rest of hull design.
The subsystems would also advance the Industrial combat capability of adding various bonuses to weapons mounted similar to the Gnosis.
The subsystems would come from reversed engineered Sleeper components that unlike the normal TIII components would need to be discovered in Sleeper Ghost Sites by a specialized ship designed to detect and infiltrate the Sleeper Ghost Sites.

When ever you have a whiskey in the barrel that is aged with 4,000 year old Black Oak then you can possibly say something relatively cognizant of being important.

I also think that this industrial should have a NOS and Neutralizer bonus as well.
