Another way to think of it: Skills are finite...they can only go up to level 5, but fleet members can range up to 351, IIRC. You get that many in a fleet, are you going to take shields away because the number for the bonii is so small?
Let's take siege warfare for example, and presume all other necessary conditions have been met. (All members undocked, gang is fleet, properly skilled people at each point in the chain, etc.) At level 5, you give 10% shields to your group, an extra 200 shield to each person in the squad/wing/fleet in this example.
If there are 5 people in the squad, that is an extra 1000 shield an enemy has to get through to wipe you out, and each person is getting that 200 shield bonus. With your suggestion, those 5 people are now going to get 40 shield each...a pittance. Now, CCP has long stated that they want combat to last longer, and that isn't going to happen with less shields going around.

1-How? How would it make them more useful? It would make them more passive, which means more alts just sitting there, not even having to be in the same complex to boost the main. 2)How would it make passive tanks more useful? There would still be less bonii going around as the number of members increased. 3) How would it make carriers more frontline? If the long range support modules are basically passive now anyway (under your suggestion) then why risk them on the frontline when you can get the same result from sitting at a safespot?
I look forward (not being sarcastic) to hearing your response, because I am really curious how you see it.
I believe you completely misinturrpretted what he is saying. What I think he means is make a remote armor rep, when active, repair everyone in its effective range that is ganged. So say you have 1 gang member within range, he gets full HP from the rep, if you have 3 gang members in range, the HP is divided by 3, and distributed over those three pilots.
But more on topic. I don't like this idea at all tbh.
