The launcher maintains log files that you can find in
(your home directory)\AppData\Local\CCP\Eve\Launcher
Navigate to that directory (note that you may have to do so explicitly, as AppData is hidden by default) and see if you can find a series of files called "launcherlog-(date)"
If so, try opening the most recent of those. The end of that file may contain an error message that tips you off to the problem. If not, feel free to submit a bug report and attach the launcher log to it. You can also post an error message from that log in this thread if you'd like assistance figuring out what it means.

im going to update my own thread, i found a solution
If the launcher isn't starting up, or is just displaying a white window, try setting an environment variable called QT_OPENGL, either to 'software' or 'angle'. You can set an environment variable by right-clicking on your computer in the Start menu, select Properties, then Advanced System settings, then Environment Variables... In the dialog that comes up, add a new System variable. Enter 'QT_OPENGL' in the name field, and 'desktop' in the value field (without the quotes).
