I guess because it is part of the laser family. I always wondered why it never used cap before. I am basically a miner myself and don't particularly like the idea. I thought it was a good idea to get mining lasers in parwith outher lasers especially before the patch we could use it with worrying about cap use.

That really will chew a ships cap, even cruisers, and especially frigates. Really, its a little excessive, for long constant mining operations this really is saying to people 'high cruiser/battleship', which I don't think you intended did you?

Hummm... You mine a lot I see? Almost every pirate NPC pop goes straight for your drones, and harvesters are now sooo expensive, that would require cheaper drones to be used all the time, and even then the ore-return is appauling.
That isn't a viable option if you are treating your corp like a commercial company, sorry. :)

At least make mining lasers, since they now take cap and act like a turret weapon would, subject to the same skills that influence turret weapon CPU, cap use and all that jazz.
Make mining lasers be affected by: weapons upgrades skill controlled bursts skill sharpshooter skill
etc..
Hell why not? An experienced miner and more skilled miner should know how to "play" his weapons across the asteroid, rig his miners and ship so that they are most efficient and conserve power, and have a few tricks up his sleeve to improve his mining efficiency.
Sounds reasonable to me.

Miner II"s needed to take cap anyway. Just wasn't implemented early enough. There is NO logic to these turrets not taking cap.
There should be some advanced mining range skill implemented or such, increasing range or rof (rate of cycles) to even itr out with other turrrets

yeah, if they have to take CAP, they yhave to be affected like a REAL turret... CAPusage, RoF, range, surgical strike(more yild)i want it freaking a!!

well the amount of cap is somewhat ridiculous, as it's more than a mega beam laser, which is just totally insane :o). however it is probably fitting that they do use cap, and yes, it should be affected by all the turret usage affecting skills if it's going to use cap (although it has to be noted that you need to be careful as you will also boost the hell out of combat characters' abilities to mine, which im is not a good side effect) |

If the cap is at 90, then the output of the laser would be pretty high... Which means you should be able to shoot things with it and do damage... 
Miner Is use 10 cap. 40 base yield. Miner IIs use 90 cap. 60 base yield.
From the Miner II description:

More efficient should mean more efficient.
MI - 10:40 MII should be - 12:60 - 14.4:60 ... or somewhere around there
MI - .25 energy units per ore unit MII - currently 1.5 energy units per ore unit MII - should be around .2-.24 energy units per ore unit if the decription is to be more accurate.
Fixing needed, yes?
