I have just been looking on e-bay for eve-related items/accounts (to see if there were any that could be reported to CCP, got an account sale ). I noticed that they all have the same basic information, skills attributes, race, class and speciaisation. This must form a sort of finger print of the character along with a litte more information shown. Could not someone compile this info into a spreadsheet format that could be run as a search against the database to idenify possible accounts that are being offered for sale say during down time once a week. Once the sale* has been confirmed the account can be banned.
* Some additonal checks would have to be carried out to both confirm the fact is the correct acount being offered and the actual transfer of the account.
All it would take is for some people (ISD members?) compile the spreadsheet, pass it to a GM to be excuted and for an easy why for players to submit a link to the sale its self.

That may only prevent the seller from using eBay, this won't prevent them from selling elsewhere.
