I want to train my alt to fly a Caldari Stealth Bomber perfectly, so I'm curious if someone could hook me up with a good list of skills I need to do so?

1. All the skills to fly a titan. 2. All the skills to use a DD.
Titans are much better at this role than stealth bombers, strangely.

List all skills, and then you can remove the few that doesnt effect your ship in any way(Large Artillery Specialization, Amarr Titan etc) and scratch those, the rest must be at level 5.
EDIT: Coming to think of it, flying it perfectly probably means that you should be able to eject and occupy hostile ship should he eject from it, so scratch that scratching part. (Scenario: You engage an Avatar in your manticore, the avatar pilot panics and ejects, you pod him. Now, it would be a failure as a stealth pilot not to eject and pilot the Avatar instead, thus you will need Amarr Titan trained, and well, no respectable pilot flies anything theyre not at V with(well, theyre not perfectly trained for it anyway) so youll need Amarr Titan V)). Good catch from the poster above.

It's better to travel in a pack of stealth bombers rather than just a solo perfectly trained bomber pilot.
Think of 6 stealth bombers cloaked in low sec or 0.0 and a lone miner comes in. 6 ships x 3 launchers each. 18 cruise missiles slamming into one target? Ouch! 
Peronsally I wouldn't waste alot of skill training time to max yourself out in a extremely fragile ship that requires alot of support. I would work on getting T2 cruise missiles, and all skills related to increasing flight time, damage, etc through missile skills.

Basicly I want to be effective, and have skills that from that point on only improve to a bit of overkill status. What skills besides the obvious skills to use the bomber do I want? And at what lvls before I actually consider flying one?

The way I fit my stealth bomber is like so... (for caldari)
highs:
3x cruise launchers 1x cloaker (improved cloaking device II) 1x empty slot, you can put whatever you can fit in here, i leave it empty =\
meds: 2x sensor dampeners tech 2 1x sensor booster tech 1 1x passive targeter tech 2
lows: 1x Ballistic control systems tech 2 1x co-processor tech 2
This setup proves incredibly useful for both solo engagements and group engagements.
The dampeners allow you to reduce their targetting range by a significant amount and help to make it much harder to actually kill you. The sensor booster helps your own targetting range so that you can engage at incredibly long distances (150km+ with missile skills)
So as for skills you need, its good to have tech 2 sensor dampeners which requires sensor linking lvl 4. You need cloaking to at least 3 (since you cant use the covert ops cloaking device) but lvl 4 is good to help your targetting time after uncloaking. for your missiles, you need all of the 5 missile support skills to lvl 4 at least (rapid launch, missile bombardment, target navigation prediction, guided missile precision, warhead upgrades). This will help for your damage and missile range. You want a tech 2 passive targeter so that will require the skill targeting lvl 2, nothing big there. This will allow you to target people while you are cloaked so that when you uncloak you can instaly launch your missiles making him go boom before he even knows what hit him. You need long range targetting 1 for the sensor booster, you can use a t2 one but the fit would be tight on CPU. I just use a F-90 positional sensor subroutines. It gives the same bonus and relieves you of some CPU usage. you will need a t2 ballistic control system which requires weapon ugrades 4. this will make your missiles hit harder and the Rate of fire will go down on your launchers. and last but not least you need a t2 Co-processor which requires electronics upgrades 4.
You will probably notice that i left out the requirements for cruise missiles. I left those out because i figured that would be obvious.
I personally only use t1 cruise missiles with 'arbalest' launchers due to fitting restrictions and also because in most engagements (unless fighting something larger than a Battlecruiser) t1 cruise missiles actually do more damage than t2 because of it's explosion radius and speed. Sounds weird I know but the t2 versions are more made for either highly long range (when i fit them with my missile skills all at lvl 5 ican shoot at 300km and still hit, however it does not damage past 200km... pointless eh?).
If you decide to use t2 launchers then you will need Weapon Upgrades 5 and Advanced Weapon Upgrades to at least 3 i believe... And even then it will be an incredibly tight fit. You wont have any CPU or PG left to put anything in that last high slot except maybe a snowball launcher. (old joke from last year in case you missed it, go search contracts for it =P)

No, you can not target people while cloaked. But passive targetter is still nice to catch people unaware. -

Manticore is an excellent SB. If you want the best fit then ensure you train CovOps lvl5. Also T2 rigs to reduce locking time after uncloaking.

The guy asked about flying it "perfectly." At that point, just about any skill we recommend he train at all, he should take to V. There might be some counterexamples where a prereq for some skill just needs to be at III, but for the most part, it's all Vs!

Have to disagree with having meds: 2x sensor dampeners
They will be way out of range when you uncloak and lanuch.
better to use 2x F-90 range extenders. 210km is a nice long ways to be. Even tho I do carry a passive targeter, ive never used it.
Now down to what I wanted to talk about. Not whats in yer SB, but how you fly it.
The best use for these is indeed in a wolf pack. For group use one should be able to think like a WWII U-boat skipper, and play well with others.
For solo work, you must be one with your romulan side.
Think back to Balance of Terrior. Even when out classds by the Enterprise, (frigate/hvy cruiser) The Romulan Commader almost took Kirk out. This mindset keeps me alive. I wait, get distance, and set up my attacks, so they have no chance to hit me.
My 375 shield is like a bailing a battleship with a sand pail.
So far, doing lvl 3 missions, I yet to be hit.

You have never flown one in pvp right? 210km is ridiculous. I see you, go to toilet, come back and warp away before your missiles hit.
I recommend this for camping npc stations in 0.0 and instapopping some ceptors.

Since the revelations HP boost overkill and stealth bomber don't belong in the same sentence.
You can kill t1 frigs but that's about it. You'll get maybe two volleys off before you have to run or they run from you, and two volleys will drop the shields of an armor tanked AF, and maybe pop an interceptor if they are webbed.

having a gang of 20 or so stealth bombers sitting 150km off a gate with a large bubble rocks, especially when a hostile gang is enroute, as their scout will only see a bubble, so the rest of the gang will jump in, then you decloak and pwn :)
