So what you guys are saying is that NO more BPOs will be issued, who ever had the BPO's before will keep them and after the lott. are over you can only get BPC's.
CCP is aware of this and oveur said in one of the comment threads on the blog about T2 lottery removal that invention leading to BPOs was a possibility. Which is really the only solution, as long as it takes the same isk/effort it would take to buy A T2 BPO normally over the auctions.

I'm just going to come out and say it, New players have no business in T2 manufacturing. At it's core Invention was a means to get highly-research-skilled mid-old aged characters into T2 manufacturing and shore up the torrential rains of whinge that the playerbase throws at the DEVs over the imaginary "evil T2 cartels raising prices". New players were never the target of invention's innovations.

oh brother, tinfoil hats anybody? Some alliances have seen fit to buy some T2 bpos but they were more a means of solidifying constant supplies to the battlefield. By NO MEANS AT ALL are "most" T2 BPOs in alliance hands.

Yeah right fair to everybody but the T2 BPO owner I see. I hardly see how this could be considered anywhere near the kingdom of "fair".
