I've seen the non-cloaking jump in. Seems to be related to being in gang and jumping into systems you have been in before. Not sure though.
We where playing around last night and got less then a one second lock time with a frigate vs a battleship with various modules. I can't say what the lock speed was for sure, the counter went down so quick I could not read it. Plenty of time to lock and scramble so the battleships can get a lock and finish you off. So dust off those frigates, they have a use again.
One thing I can't quite figure out is how some battleships are getting such quick lock times on some frigates.
So, the big bad pirates don't seem to be cheating. They have just figured out how to lock and scramble real quick.
My advice, autopilot off. When you jump in somewhere pick a spot to warp to in front of your ship. If you have to turn and pick up speed you are not going to make it. As it it, you probably still wont make it but think about it. Six or seven vs one... SHOULD you make it?

You jumped in with your autopilot on, I'll bet my ass on it, as soon as you tried to warp, you were locked down and scrambled.

The jump system still has "memory". You know how when you dock at a station in a system, the next time you return to that system you jump in right on top of the station? Also happens to mess up the jump cloaking for some reason.
... That's when I reach for my revolver ... |

hundreds of people are reporting that they're jumping into systems without a cloak. I see it happen about 50% of the time.. the AP doesn't start to move you after a jump for 2-4 seconds.. during this time you should be cloaked, but alot of people aren't..
There were a ton of threads about it over the last couple of days, but someone keeps deleting them and telling people to post them to the stickies above, which they are, yet the Devs say they're unaware of the problem, which proves they aren't reading the stickies.

But:
- use source cotrol in the right way (I sure, CCP don't - all the time we get old bug back)
- give use bugreports with response of CCP
- give use USEFULL possibilities for testing (the current usage of Chaos it to get knowledge about new featuere/bugs) - I don't reporting it (sry, it is my sparetime - I pay for it...))
