The thoughts that keep going through my mind are details must be hidden, maybe even random and the hunter has a time limit from when they accept the contract.
Contracts. The contract can only be active to one hunter at a time, failure to complete within the time limit opens the contract up for another hunter. There is also a Minimum and Maximum amount of ISK you can put into one contract. The contracts are randomly distributed to Bounty Hunter offices accross the universe, Perhaps even mix the contracts up with NPC hunts to avoid potential exploit. Player Icons. Perhaps there is a new player icon but it indicates who the target is when the hunter is close enough, and vice versa the hunted is aware of the hunter by a defining icon.
Profit. And of course as already mentioned make it unprofitable to a certain degree but rewarding enough for players to want to hunt as an occupation, perhaps rewards of some kind that have little market value but value to a player (Maybe modules or consumables that aid the bounty hunter hunt) and of course the ISK bounty reward - (Time versus Reward) as in they would make more by mining/rat hunting rather than trying to exploit the system.
One thing I kindof notice is that the system seems to be a badge of honor if you will for the hunted as in "I got the biggest bounty on my head" I thought this system was for the hunter? lets make it about the hunter again!
I'm excited about the bounty hunting system potentialy being fixed(I Hope) it has alot of potential and looking forward to see how it goes. I'm not knocking the system or devs they do a great job, but the bounty hunter system is too easily exploitable and it just ruins it for everyone.
P.S. not looking for ISK just really love the idea of Bounty Hunting. Also sorry if this isn't what you were looking for I kinda got carried away.

I think this is pretty close to a workable solution, in that the bounty value is not hidden to the bounty hunter - the target is. For example Cailais goes afk in Maila (.4) and subsequently blown to bits by Ammiel. In a fit of rage Cailais places his kill rights up on the contracts system as a bounty and it appears thus:
14/3/2007; 5 days - Bounty #14357894 - Value 1,000,000ISK Target 2/2003 - Target last known location: Maila.
The first date is the date the bounty was placed, and will last for 5 days (Cailais delayed putting the bounty up, and the kill right is ticking down. The Bounty Number is a unique random 8 figure value. The value is the total payout. Half of this value must be paid by the hunter as 'administrative costs'. The Target date is the date of birth (month/year) to give the bounty hunter at least some indication of the ability of his prospective foe. The last known location is the system where Cailais was destroyed.
On accepting the contract (deposit paid) the bounty hunter recieves the full details of Ammiel. He may refuse the contract at this point only, but looses his admin costs (thus dissuading players from trawling through the bounty list for a bounty that may potentially be them). The target of the bounty gets no special recognition, bounty hunters however appear on the overview with black 'skull' icons. On locating the target the the target then appears as a red skull icon on the over view and in local chat.
