Now, I've thought about this for a while. Altough I feel that I want to share this with you all, and share your thoughts at this mysterious being that haunts us all in every corner of the EVE universe.
Scotty, The docking manager.
He is everywhere, in every station, every time. Preventing and abusing his power, not letting anyone change their ships with emediate effect.
So who is he? A jovian guy that teleports himself and can bend time space itself? Or is he a clone of so many other Scotty's? Or is he a just a normal guy with an unusual number of brothers with parents that has a damn unusual bad imagination, coming to names?
Backstory? anything? Who is this?  We, as a part of this universe, would need to know this, and solve this. Right?

Am I mistaken or does he take like 5 seconds longer to get everything done than he used to? Perhaps he's getting too old... =AFK=

Instead of killing off the excess clones, which would be inhumane, they put them to work in the docking bays of the various stations in Eve.
The descendents of those clones are still around today, and out of respect they are all named Scotty. They won't be replaced because over the generations, their DNA has become genetically suited for the job of station docking manager.

Good question. You're not the first person to think about this phantom Scotty. I only hope that he'll be rendered in some booth or in person for walking in station. Maybe he can be slapped, or at least shot a dirty look.

In times gone by, when the mighty British Empire ruled the waves it was said that the chief engineer on all British ships was from that part of the British Isles called Scotland. A place fabled for hard drinking and even harder women.
Now that the British Empire is no more these poor unemployed Jocklanders had to find some other occupation. So with one heart these brave Scotsmen all became docking managers.

The problem is that you are not treating the dock workers properly.
Had you provided some booze, videos of "Questionable values" and such, they will hapilly scramble to switch out your ships. Mine change in 5 seconds or less.
Next time trying asking with a couple bowls of fruit you might be surprised.
