only problem is when a ship already has 8 high/mid/low
maybe have it change a high/mid/low to a low/mid/high in addition to the high calibration

Pretty much makes that rig the best rig in the game 95 % of the time. Want more cap recharge? Why go for a 15 % CCC when you could just grab another lowslot for a 25 % CPR?

It wouldn't change the fitting though, maybe even have a mild penalty to it.
So it could be very hard to squeeze another module onto a ship with an already tight build.

What about rigs that replace a turret slot with a missile slot, or the reverse?
Or one that removes a low and adds a medium?

Adding slots kills the balance...
I think moving slots is dangerous too, you'll see many ships adding slots to tank or adding hi slots for more weaponry (or as much weaponry and add a warfare link on a BC maybe).
But...
Adding hardpoints, changing the hardpoint type, allowing you to fit something you couldn't before (a rig to allow 1 warfare link module on a ship, giving the 99% CPU reduction?).

They could call that the 'CNR' or 'CNR+' rig..
Changing slots is dangerous, as has been mentioned already. Some ideas I had two months ago. At any rate, only tech 1 ships should be able to get additional slots. But even then, battleships are a problem. Perhaps a big CPU/Grig penalty would be sufficient, perhaps not.
I'd like to see an option to add a mid or low slot to tech 1 frigates and cruisers, especially frigs, as they are getting more and more ectinct. That would be rather limited and not overpowered, but quite arbitrary tbh.
