Any commercial trade hub, bottlenec system or gate to 0.0
In other words, any system that makes sense to pray in as a privateer.

I have never even been targetted.
Once in a shuttle.
Once in a caracal with no speed mods.
And once in a drake, with 100mill+ mods/implants, and I even started warping to the wrong gate, and had to turn around - and as I said, not even targetted.
Maybe I'm just so damn scary.
You should try flying a hauler. I've been caught in about 5 or so gate camps and even had them chase me for over 9 gates. Warp stabs make it kinda fun, though this one group finally go smart and doubled up on warp scrams and got my hauler...but by then it was empty.
