I got my lvl 3 Research agent... the research halted and this is the mission he gave to me:
Need A Helping Hand =======================
Mission briefing: ----------------------- I'm afraid our staff members count has thinned a bit recently, due to various accidents and unfortunate incidents during our lab experiments. This has seriously slowed down our research, and I'm afraid I can't currently afford well educated staff. I'd like you to find some cheap labor for us, or our research may be doomed. We've had a large increase in homeless in these parts for the past few years, and it wouldn't surprise me if most of them would be willing to work for a very low income. Bring me 36 healthy specimens and I promise you our research will benefit from it. And try to weed out the useless ones before you bring them to me.
Objectives ----------------------- To complete the mission, the following must be performed by you: 36 units of Homeles must be provided at Piak IV - Moon 14 - Kaalakiota Corporation Warehouse
I just checked on the market and there are no Homess for sale. I am wondering where I am supposed to obtain these homeless people to complete my mission. Should I file a petition about this? Any help is appreciated.

... Homeless people are 'commodity' you obtain running a different mission (can't remember the exact name)
If you didn't yet gather enough of them to meet mission requirements your only hope is the Market, Trade channel, or failing the mission am afraid.
(gonna be funny to see Gallente sell their Homeless, btw :s

Ouch... I hope I don't get that. (I have a level 3 R&D agent as well)

Thanks for the help. Guess I'll try to run a few regular missions to see if I can get some homeless and get on the trade channel about it. 24hr mission duration should help me out a lil bit. Again much appreciated info Jo.

hehe. The mission is transporting homeless to another system. Fun mission, especially the dialog telling you that the smelly lil buggers won't leave..
(even funnier to find them several jps away =\)

Failing a research mission is not an option: his research agent will just sit there, doing absolutely nothing, unless and until he finds and supplies the vagabonds.

... Ouch; i thought the way they are done, failing mission just doesn't give you the extra RP boost or some RP penalty at worst... having all research halted is really bad and sort of defeats the point of having "I won't bother with the mission" option in the first place? o.O

I may be wrong; I seem to recall reading that "research on the project will halt until you complete the mission", but possibly you can simply cancel it at a penalty - which might be losing some research points you already had, or just failing to get the bonus ones.

Research is halted until you decide what to do. I had a halt mission this morning for miniature electronics. I had 3 options: Accept the mission, decline the mission, stop the research project entirely.

Ahh, good. Do we know what happens if you decline the mission? There's got to be a penalty of some description, but would be nice to know what it is.

I am currently doing a halting mission for my agent. He wants me to ship 2.7K garbage to a station 6 jps out.
During the mission you can accept, abort, whatnot. I assume that his quality level will become lower if i abort, probably personal standing with the agent drops. I'm not going to try.

Heh .. I don't suppose anyone is. So, now that ppl have actually had these missions .. how are you made aware of them? EVEmail?

Acording to Zrakor, declining the mission isn't supposed to result in standing hit. ('twas a bug i experienced on Chaos before and hopefully it was fixed before the TQ release like he said they would =)
