I've yarred and carebeared in lowsec, 0.0, and empire. I'd say it's a lot easier to be a pirate than it was to carebear in any circumstance. In a rifter, I could destroy 50 million isk worth of carebear crap with only 5 million skillpoints. His friends in the same system couldn't catch me. Easy. Yet, if I go to lowsec to run missions in a Battleship, a little cruiser could destroy my ship, because he'd know what rats I'm likely to be shooting, and tank for my damage, while at the same time using what damage I'm likely to not be tanking.
Another thing that bothers me about lowsec is how the security rating of a system is actually the inverse of what it feels like from 0.0 to 0.4. 0.0 being the safest, and 0.4 generally being the worst place to be. Look at Amamake.
People complain that there used to be no sentry guns in lowsec. This is true, but there were also no battleships, and definitely no carriers camping gates as well. Also was rare that there be actual gang of pirates camping the same gate together. The gankers have gotten many more upgrades to their safety in lowsec while the PVE player in lowsec hasn't got anything near as good for his safety.
My proposed solution was to make sentry guns adjust to who is camping the gate. All sentry guns should be able to break anyones tank. The time it takes for it to do so is what should vary by encounter. Say a Battleship is camping a gate in a 0.4, he has like... 15 seconds to kill whatever he is shooting, or else the sentry guns go nuts on his ass and destroy him CONCORD stylee. Same pirate, same ship in 0.1 would have something like 2 minutes to kill whatever he was shooting or the sentry guns would open up a can of whoopass.
But if a frigate camped that same 0.4 gate, he'd be nearly immune to the damage, because the sentry guns just don't see a frigate as a huge threat in 0.4. In a 0.3, you could use a cruiser. In 0.2 a battlecruiser. In 0.1 a battleship or higher is fine. Kind of like deadspace, but for players.
Tech 2 versions would have to be different though, since an assault frig can easily take out a tech 1 cruiser. I'd say tech 2 frigs would be 0.2, tech 2 cruisers would be 0.1.
Now instead of jumping into a 0.4 and seeing 7859027 battleships and a tackling Vaga ready to shoot you, you'd see a lone frigate, and it would be fair, because if you were piloting a battleship, you wouldn't want to initiate combat against a frigate and chance him just keeping you in place while the sentries eat your life away.
This would only apply to gate and station camps. Obviously belts would remain unpatrolled. this wouldn't nerf pirates so much as give everyone a little more opportunity to ease into lowsec, and give the actual security ratings a meaning, instead of the line in the sand we have now between highsec and lowsec.
