If the pirate has earned a positive security status, they get the same protection. What's really wrong with that? They put in the effort and are getting the same gains using the same system as the non-pirate player.
I would like to see the idea extended into high sec regions. Allow players to attack low sec standing players without taking a sec hit. It would allow for some more bounty hunting opportunities since players could act on a bounty when they spot the player in high sec without having to tank Concord to get it.

I would say that the player with a negative status should be attackable, even in high sec. Give the attacker in high sec a security hit but not have to deal with Concord. This would allow some significance to the bounty system. Currently bounty hunting as a way to make ISK does not exist.
