Yes. The only way this makes any sense is if the new structures to be released at the same time have overlapping functionality.

It really feels like it is too late to go back on this. Everybody has established their mining operations around the Astrahus and this is quite disruptive, especially considering rigs if we now have to move to Fortizars.

The logical time to lock the Rorqual out is therefore when the replacement structures are released.
