i just got a new ship, the blackbird. im almost unhappy about it because it is very slow compared to my frigate, it has short weapon(missle) range and dont really know how to outfit the ship.
can anyone help?

Check the sticky 'Ship Setups' and find the one for Blackbirds.
They are not solo ships or dps ships, they are gang/fleet support be prepared to do this role.
If you don't want to do that go with a Caracal or a Moa, both can be effective (if fitted right) in a gang.

No matter how efficient a Caracal or Moa is in a gang, it's seldom a well-trained Blackbird (or Caldari Recon pilot) pilot isn't more efficient.
Some people walk with the belief that ECM is ****. I say, try the ECM specialised ship and you'll change your opinion. Of course, yes it is a support type of role and doesn't pwn in DPS and can't solo at all, but if played right, it's some very well invested isk. Yup, but if you don't want to train the ewar skills and don't want to do that role then a Blackbird is not the ship for them.

I totally agree. I fly a Blackbird they are great fun, I wouldn't swap it for any other ship (well possibly a Falcon)

1) NEVER, NEVER, NEVER ( and again NEVER) jump in a new ( bigger) ship if u cannot drive it effectivelly. A frigate can be much better that a cruiser if u have good frigate skills but horrible cruiser skills.
2) what u plan to do with your cruiser? do L1 missions? keep in mind that medium sized guns have more problems to kill small ships that small sized guns. ( big guns for big buddies, small guns for small targets)
3) Any ship has a role, i suspect u are not aware for what is good a blackbird(ew). As someone other told u, it's not a solo ship.
4) From your post it's easy to assume that u are not ready for a cruiser.. go back into a frigate, and use it well. Jump into a cruiser only if u know what u are doing ( since u chosed a blackkbird it's obvius u dont knew that).
5) At least go for another cruiser. The caracall it's the easiest ( dumb proof user) to use but please, bont use is since u cannot use mer repairers , heavy launchers and u cannot fit large shieold extenders/active hardeners/ invulenability fields.
6) sticked u will se a lot of links for good setups.
7) Last but not least, for now avoid < 0.5 systems.

Revised points.
1)Depending on what you are doing bigger ships can be better. For instance, if you are flying a cruiser will assult launchers for lvl 1 missions you will do it quicker than in a kessy with standard missile launchers and will also not have to worry at all bout tank... just incase you had to before hand.
2)See point 1.
3)This is right. All ships are used best in certain roles. The blackbirds role is EW although this could have been said in a less insulting way.
4)If you have the skills for a cruiser than you are ready for a cruiser if thats what you want to do. Unless you are PvEing against ships that you can't tank in a cruiser but can speed tank in a frig than cruiser will generally be better.
5) Caracal is easier to use but I also jumped into blackbird first and solo PvPed fine in it. Do not fit a med armour rep on a caracal but go with sheild tank and you should be fine. If you don't already have the skills for basic cruiser sized sheild tank they shouldn't take long.
6)This part is also true.
7)If you don't mind the possibilty of loosing a ship go to a system below 0.5 for ratting if you can handle the rats which you should be able to do. Just orbit close and fast if you can't tank them.
