I would like to formally introduce myself to you all and open some lines of communication.
I would also enjoy a rich dialogue of the state of the region, internal politics, muses and nuances in hopes of establishing a courtious and friendly relationship with potential neighbors. These data-coms are quasi-suitable at best for gathering true knowledge and politics, lest you are truly a resident of Outer Ring.
Please, I invite you to open dialogue here or via a personal chat when I am around regarding Alliances, non-aggression pacts and so forth within the area of such history.

OR tends to be infested with RONIN alliance, who are NBSI. They also like to bubble camp stations and generally go for cheap kills. That said, I have seen them use clever traps (against myself) and they will fly T2 ships. They can also be found in northern Syndicate doing much the same thing.
When not running pvp ops, they tend to run missions for ORE and Intaki. That's a good place to start scanning them down.

The Outer Ring has seen much activity recently and your previous respondent seems to be a little out of date regarding the inhabitants of this, largely lawless, region. We have recently seen an attempt at colonisation by a number of both larger, and more insignificant entities - of note we have Myriad Alliance, Blackguard Brigade and what appears to be a shadow of the formerly feared Alektorophobia. If what I hear is correct then you will have no problems organising a non-aggression pact with these groups.
Mr Solo is dead wrong on the clever traps though. He was merely the victim of yet another incredibly cheap kill, though frankly, when flying a cap injected mining dominix with medium smartbombs it quite beggars belief what else one would expect in such an uncivilised region.

Thank you all for your formal introductions. Our intentions are not to just take advantage of resources that area offers, but also to provide much needed services to the area at a fair price, unlike areas of Syndicate and nearby regions. If any representative of Myriad, RONIN, Alektrophobia or regional corporations of less peaceful nature are interested please feel free to send me your needs via mail system.
If we do intend to colonize this area, what we cannot provide we have the capabilities of importing special items from empire once a week to suit certain needs. Any diplomatic contacts would greatly be appreciated.

Slightly OT but in response to the comment about my domi with injectors and SB
No large SB were available
Ange1 from EST showed me why even a NosDomi needs cap injectors
The SB are for the ECM drones :-) ^^
<3 to EST for bringing it (though not recently, where you guys at!)
and finally
Damned SB won't activate when too close to station :(

I think both sides have a few reasons to stop that kill / killboard e-peen contest better right now. I want to apologize in the name of our alliance for starting it.
You might want to take a look at your killboard tho, I didn't lose a geddon in that fight and generally the numbers are way off.
