-50% On Cloak I means what?
2x normal time to target enemy ?
Is targetting range modified?
Anything else I'm missing?

-50% to scan res means you will lock a lot slower.
Targeting range is not modified.
Anything else you're missing... hm... You can't lock anything for a number of seconds after disabling the cloak (Show Info on the cloak -> Sensor Recalibration time).

Yes. Subtract 50% from the normal scan res and that's what you will have with the cloak fitted. Of course the cloaking skill (and cov ops skill) will adjust that, depending on the ship.
CCP really needs to use a single way to describe bonuses/penalties. Half the time I can't figure out what they're talking about.

You used to be able to right-click your ship go to modules and the missiles loaded would have their correct (skill modified) values for flight-time and velocity. That is now gone since the patch.
My bad. Missiles are still there.

Its like ccp does not have the same person writing the module descriptions. Half the time you see "a -50% bonus" and other times you see "50% penalty". They both actually mean the same thing.

item database is even funer, shortrange ammo gets a range bonus(12.5% bonus for titanium sabbot for example, even though it actually lowers your range) and longrane ammo(nuclear) has a -40% bonus, but ingame it increases optimal 40% 
and seeing in game there penalties and bonuses, and negative penalties and bonuses, and different names for same effected tihngs(auxiliary powercores and reactor control units for ecample, or t2 ammo with range bonus in % and trackig computers with range multiplier in 1.x times)
I'm gla I know of most modules what theye do now(cept for t2 ammo wich is even more horrible to figure out with 5 bonus/penalties at 0% or a 1 time multiplier and then a few 0.0005% bonus and so on) so i dont need to read the description anymore, but if I do wonder wha t a modules does I jsut fit it to my ship and see what changes rater then try to figure out what the description in atributes tab mean
