That's the whole point. Of course you didn't "do anything" to him, and of course he didn't stop when you asked. This isn't an exploit, it isn't illegal, it violates no game rules.
By making EVE your MMO of choice, you are giving up your right to be "left alone" by others, and to refuse to pvp. In this game, people can (and will) engage you in non-consentual pvp at anytime, and any place.
This is less likely to happen in high sec, where engaging you has serious consequences (like the attackers ship WILL get blown up.) However, once you step into a .4 or lower system, I'd expect someone to attack you. Live and learn, that's how the game works.
A pirate ganked you, and now maybe next time, you'll be more prepared, and watch local, check your scanner, etc.

Different is my point of view about bounty on his head.
Most people said - they DON'T CARE , ok , good , but why the hell same people saying DO NOT DO THIS , DO NOT DO THAT if they don't care ?

On bounties:
People eighter see them as: 1) Badges of Honor. 2) Extra ISKs. Both views has been put forward multipel times
