So in one of those patches (I think it was Revelations itself), they changed some mods. Before Local was teh best named variation, but now Beta is. Did you also remember to change the loot tables for belt rats? Because I am getting several Local drops but no Beta so far. Seems that rats still consider Local mods to be the best.
I was just wondering why...

On the mods that changed local was NOT better than beta before the change, they where all exactly the same pre patch. A beta cap relay and a local cap relay had the same cap regen bonus and the same cpu usage before (which where also the same as a mark I and a type-d).
As for the numbers that drop if beta is the best then it should drop in the lowest amount with local being more abundant.

They should have made it consistent. If Local cargo expanders are the best then Local cap relays should be the best too.
I got worried about the loot because I'm shooting the best Sansha rats available and they drop Local stuff. Theoretically the best rats should drop the best loot, which isn't happening.

It was not consistent. before anyway. Just look for 'scout' artillery and 'scout' railgun, one is best meta the other is mid level.
As for what the rats drop, angels have the best faction web (domination web) but for meta webs the best they will ever drop (including faction spawns) is X5 while sansha on the other hand with a much worse faction web drops fleeting from even lower level rats.
Not every npc pirate group is supposed to drop the best meta of every type. Btw I do think angels drop beta cap relays, not 100% sure.

They don't. I've had a few Local inertias and nanos from them.
